Cooper Expands Load Range for Roadmaster Tire

Cooper Tire & Rubber Co. has added a new load range to the Roadmaster RM180+(EM) steer tire line to accommodate heavier steer axles.

The RM180+(EM), which is SmartWay verified, is ideal for long haul applications. The tire features a highway tread pattern and optimized footprint to promote even wear. Combined with high tensile strength four-belt construction, the tire is designed to deliver long tread mileage, durability and retreadability, plus low rolling resistance for improved fuel economy.

Cooper Expands Roadmaster Line

cooper-logo1Cooper Tire & Rubber Co. has added a SmartWay-verified long-haul drive tire to its Roadmaster commercial truck tire line, the RM852(EM).

The company says the new RM852(EM) has a unique tread compound and 30/32nds of tread to provide long lasting mileage. A solid shoulder design offers improved traction in challenging weather. The tire also features 3D Micro-Gauge siping, with full depth and variable sipe density to help maintain wet traction and stability.

“Our engineers designed this tire with a compound that offers not only lower rolling resistance for fuel economy, but also a deep tread that can stand up to the demands of the road,” says Gary Schroeder, director of truck and bus tire business for Cooper.

Cooper Adds 2 Sizes to Roadmaster Lineup

M-Cooper-Roadmaster-RM272-Feb15-1-2.jpgCooper Tire & Rubber Co.has added two sizes to its Roadmaster RM272 commercial tire line. The RM272 is now available in sizes 11R22.5 and 295/75R22.5.

The RM272 is engineered to withstand the demands of drop-deck trailers. Cooper says the tire is designed to ward off irregular wear and damage due to curbing, and the RM272 features a four-belt steel casing with a slightly rounded tread footprint, along with a reinforced shoulder to help withstand extreme side forces.
“Tires in this application are arguably the most abused of any in the trucking industry, and we designed the RM272 to withstand this harsh punishment,” says Gary Schroeder, director of truck and bus tire business for Cooper. “We looked at a variety of tread profiles that could minimize the load on the shoulder rib, and worked toward a design that distributed the load more evenly across the entire footprint so that the shoulder takes on less of the lateral forces.

DOC: 40% Tariffs Due on Chinese Truck Tires

The U.S. Department of Commerce (DOC) says truck and bus tire manufacturers in China are dumping tires in the U.S. at less than fair market value, and those tires should be subject to tariffs of at least 20%. The tariffs are retroactive.

Chinese truck and bus tires are benefitting from government subsidies and dumping in the U.S., the DOC has found in its preliminary investigations. The DOC’s final ruling is expected Jan. 17, 2017.
The DOC announced its preliminary results Aug. 29, 2016.
In every tariff investigation, the DOC selects manufacturers to serve as mandatory respondents. Those companies then provide data and answer questions, and those figures and answers serve as the basis and gauge for the industry as a whole. Other manufacturers also may volunteer to provide their own data throughout the investigation as well.

In the truck and bus tire investigation, Prinx Chengshan (Shandong) Tire Co. Ltd. and Double Coin Holdings Ltd. were the mandatory respondents.

Here are the rates:

Commerce preliminarily found Double Coin “is not eligible for a separate rate and is part of the China-wide entity.”

The higher rate for the other manufacturers in China is “due to their failure to respond to Commerce’s requests for information.”

The DOC says there was evidence that truck and bus tires were dumped in the U.S. soon after the United Steelworkers sought the investigation in January, and as a result the U.S. Customs and Border Protection will be instructed to retroactively impose the tariffs on products. The effective date will be 90 days prior to the forthcoming publication of this preliminary determination in the Federal Register. (It usually takes about a week for the Federal Register notice to be published, so the tariff retroactive date likely will be around June 7.)

These anti-dumping tariffs are on top of the countervailing tariffs the DOC preliminarily approved in June. Adding the two tariffs together determines the full penalty. For Double Coin, for example, it’s 39.63%. Review the countervailing tariff details here.

For most manufacturers, the combined rate will be above 40%.
The DOC cites U.S. Census Bureau data and says 8.9 million truck and bus tires were imported into the U.S. from China in 2015. Those tires are valued at more than $1 billion.

DOC Tariffs on OTR Tires from India

The U.S. Department of Commerce (DOC) has preliminarily determined that off-the-road tires imported from India and Sri Lanka are benefitting from subsidies, and should be subject to countervailing tariffs.

In its India investigation, Commerce calculated a subsidy rate of 4.7 % for Balkrishna Industries Ltd., and a subsidy rate of 7.64% for ATC Tires Private Ltd., a part of Alliance Tire Group. All other producers and exporters of OTR tires in India have been assigned a preliminary subsidy rate of 6.17%.
As for the Sri Lanka investigation, a subsidy rate of 2.9% has been assigned to all exporters and producers, including Camso Loadstar.

And because the DOC has determined that “critical circumstances” exist with respect to certain exporters from both countries, the tariffs are retroactive, meaning the effective date of these tariffs is already in effect. The DOC first will publish these findings in the Federal Register — likely in the next week — and then it will count back 90 days. That date will signal the start date for U.S. Customs and Border Protection to begin collecting the tariffs.

What’s next?

The DOC will continue its investigation, and will announce its final determinations on Oct. 28. There’s always a chance that ruling will be delayed however, since there are opportunities for the petitioners (Titan Tire Corp. and the United Steelworkers) to request an extension.

If the DOC does affirm its preliminary ruling at the final stage, then the U.S. International Trade Commission will vote once again to confirm that OTR tires from India and/or Sri Lanka are materially injuring, or threatening injury, to the U.S. OTR tire industry.

If either agency changes its mind, the countervailing tariffs will be canceled.

The ITC is scheduled to issue its final ruling 45 days after the DOC makes its final determinations — on Dec. 12.

Keep in mind, however, that this represents only one part of the tariff question being investigated by the DOC. The agency conducts separate investigations of whether products are benefitting from subsidies, and whether products are being dumped in the domestic market at too-low prices. The DOC is scheduled to announce the preliminary results of its dumping investigation of OTR tires on Aug. 11.

It will get slightly easier to keep track of the OTR tire tariff after that. The DOC has agreed to align the two investigations, and release its final findings in both the countervailing and anti-dumping cases on the same date in October.

Huge Truck Tire Tariffs Coming Soon

Commercial truck and bus tires imported from China are benefitting from subsidies from the Chinese government, and as a result the U.S. Department of Commerce (DOC) says those tires should be subject to tariffs up to 23.38%.

The DOC issued its preliminary determination June 28. It studied data from two importers: Double Coin Holdings Ltd. and Guizhou Tyre Co Ltd. Data from those companies then is used to calculate one tariff rate for all the other companies that ship products from China to the U.S.
For Double Coin the DOC is levying a tariff of 17.06%. The rate is 23.38% for Guizhou. All other importers will be assessed a rate of 20.22%.

These figures represent only one half of the overall tariff equation. The DOC also is investigating whether the imported products are being dumped in the U.S. at prices below the cost of manufacturing. The dumping investigation continues, and ultimately an anti-dumping tariff will be added to these preliminary countervailing rates. A preliminary decision in the anti-dumping case is due Aug. 26.

Final rulings in both the countervailing and anti-dumping investigations are due Nov. 10, 2016.

The DOC also found that critical circumstances exist “with respect to one exporter of truck and bus tires from China.” As a result, U.S. Customs and Border Protection will collect the duties retroactively for Guizhou Tyre Co. Ltd. dating back to 90 days prior to the publication of this ruling in the Federal Register.

Two weeks ago the DOC issued preliminary rates for its other ongoing tire investigation — for off-the-road tires manufactured in Sri Lanka and India.

Goodyear Marathon Truck Tires New Mid-Tier Line

Goodyear Tire & Rubber Co.’s Marathon tires are a mid-tier line designed to help long haul operations lower their costs by offering more miles to removal. The tire maker has revealed the first three tires of the new line.

The Marathon LHS, Marathon LHD, and Marathon LHT will help long haul fleets go the distance thanks to a variety of features that help promote long tire life, plus SmartWay-verified fuel efficiency and a high degree of traction, Goodyear says.

“Trusted products are a key element of the Goodyear Total Solution, which helps fleets lower their operating costs,” says Brian Buckham, general manager of product marketing for Goodyear, “and our new Marathon tires have been engineered to offer exactly that.”

The steel belt construction of the Marathon LHS balances fuel economy and mileage, Goodyear says.
The Marathon LHS has been designed for the steer position and features:
five-rib construction to help provide uniform wear and long tire life,
pressure distribution grooves to help promote even wear,
enhanced tread compounds for SmartWay-verified fuel efficiency and low cost-per-mile, and
lateral grooves and rib edge sipes to help enhance traction in all weather conditions.
Designed for the drive position, the Marathon LHD features:
Goodyear Tredlock Technology with interlocking micro-grooves to help stabilize the tread for more miles to removal,
semi-solid shoulder ribs to help provide long life, and
highly siped center rib and lateral grooves to offer excellent all-season traction.

The Marathon LHT, designed for the trailer position, contains:

strong casing construction to help enhance tire life, toughness, and retreadability,
a special, protective shoulder compound that helps guard the tire’s outer tread from curb damage, and
fuel-saving compounds to help reduce energy loss and achieve SmartWay-verified performance.
The Marathon LHS is available in size 295/75R22.5 (Load Ranges G and H) and will be available in size 11R22.5 (Load Ranges G and H) in June. In July, the tire will be available in size 285/75R24.5 (Load Range G) and 11R24.5 (Load Ranges G and H.)

Third Uniroyal Truck Tire Earns SmartWay Verification

The Uniroyal LT40, a long-haul/regional trailer tire by Michelin North America Inc., has met the requirements for the U.S. Environmental Protection Agency (EPA) SmartWay Technology Program.

The LT40 joins two existing Uniroyal SmartWay-verified tires, the LS24 and RS20.

Michelin says the Uniroyal LT40 combats irregular trailer tire wear for long-lasting performance. Available in sizes 11R22.5, 11R24.5, 275/80R22.5 and 275/80R24.5, the tire is designed with StoneBlocker technology to protect the casing.

“Uniroyal products have been recognized by the U.S. EPA for low rolling resistance technology,” says Darlene Shepherd, business segment manager for Uniroyal Commercial Truck Tires. “The LT40 gives customers a choice when they select a commercial product that reduces emissions and improves fuel efficiency.”

The Uniroyal tire portfolio for heavy trucks, launched in January 2016, comprises six tread designs with 28 total offers. All Uniroyal tires are retreadable and feature DuraShield construction, Uniroyal’s unique combination of pyramidal steel-belt construction, insulating belt-edge strips, and a heavy-gauge inner liner.

Cooper Tire Expands Roadmaster Line

Cooper’s RM332 WB is backed by a Roadmaster warranty that offers two retreads within six years.
The Roadmaster RM332 WB has a rib-type tread pattern that Cooper says is specially designed to withstand the rigors of heavy haul driving, on- or off-road, while also providing long tread life and even wear.
The cut and chip resistant tread compound was formulated to meet the diverse performance requirements of mixed service applications. Additionally, the RM332 WB is designed to preserve the casing for retreading, including a protective curb bar on both sidewalls, stone protector ledges in all four circumferential grooves to help resist stone penetrations, and four heavy-duty, full-width steel belts to promote durability in heavy haul fleets.

Cooper Recalling Some RM234 Truck Tires

Cooper Tire & Rubber Co. is recalling one size of Roadmaster RM234 tires manufactured from Aug. 6, 2015, to Sept. 5, 2015, because the tires may have a pin-sized hole in the sidewall.

The affected tire size is 295/75R22.5. Cooper says the recall potentially includes 577 tires. The tire identification number is 4Y 37 LWA 3115 through 3515.

Cooper says it determined that a mechanical problem on the tire removal unit at curing press 055L caused a pinhole in the sidewall of the affected tires. A loss of tire air pressure can cause sudden tire failure, increasing the risk of a crash.

The tire maker will notify owners, and dealers will replace the tires including the mounting and balancing, free of charge. Cooper has not yet provided a notification schedule to the National Highway Traffic Safety Administration (NHTSA.)
